Is the Foreign Identity Declaration Form mandatory for foreign sellers?

Yes. For property sales where the seller is a foreign national, the Foreign Identity Declaration Form must be fully completed, a photo attached and the form signed. Without this document, the Land Registry cannot finalise the title deed transfer.

When and where is the form completed?

The form is usually completed shortly before the title deed appointment. It can be prepared at the land registry office or with the help of your real estate agent or lawyer, who will ensure that all identity details are entered correctly and that the form is signed in the right place.

Does the form need a photograph and a wet signature?

In practice, a recent photograph of the foreign seller must be attached and the form must bear the seller’s wet signature on the final page. This confirms that the identity details are correct and that the declarations are accepted by the seller.

Is the form enough on its own for a foreign property sale?

No. The Foreign Identity Declaration Form is only one part of the documentation. Foreign sellers will also need a valid passport, Turkish tax number, compulsory earthquake insurance (DASK), and, in some cases, an SPK-licensed valuation report or other supporting documents.

Before a title deed transfer (TAPU) can take place where the seller is a foreign national, the Foreign Identity Declaration Form (Yabancı Kimlik Beyan Formu) must be fully completed, a photograph attached and the form signed at the bottom of the last page. This document is bilingual (Turkish and English) and records the seller’s identity and contact details in a format required by Turkish authorities.

Without this form, the Land Registry cannot finalise a sale involving a foreign seller. For that reason it is a critical part of the documentation set, alongside passport copies, tax number, compulsory earthquake insurance (DASK) and, where applicable, SPK-licensed valuation reports.
